Assemblyman John Longville

Jan 12, 2004 - People who are 18 years old are considered mature enough to decide if they should enlist in the army and go to Iraq.  I don’t understand how anyone can believe those same individuals are not mature enough to decide for themselves if they want to wear motorcycle helmets.  That is why I authored A.B. 1200, last year’s bill to repeal the helmet requirement for adults, and that’s why I supported earlier efforts to do the same thing.

 Despite our best efforts, however, we have been unable to get enough votes to pass this measure.  In an effort to get “half a loaf” this year, I asked legislative consultants to come up with some amendments – such as the insurance requirement provision we tried earlier – that might enable us to pick up additional supporters.  The one they just stuck into my bill that would cause motorcyclists, without even their consent, to become automatic organ donors is not acceptable to me, nor should it be to anyone else.  As soon as I learned of this language, I asked that it be removed from my bill.  And I have been assured that this amendment will be stricken from my bill at the next meeting of the Assembly Transportation Committee.
